Poomsae Standards - WTF or Kukkiwon?
Upon returning from San Jose I picked up a copy of the 6 disc Kukkiwon Poomsae DVD set published earlier this year. According to the brief introduction on the back, this set is the "Judgement guide for all Poomsae competitions, including Kukkiwon Dan promotion exams, and the WTF World Taekwondo Poomsae Championships".
Now, it sounds like the Kukkiwon would override every other standard for poomsae, but from the 2003 DVDs published by the WTF and Dartfish it reads, "Judgement guide at World Championships, As the Textbook for WTF Poomsae Seminars, and to Educate Poomsae Presentors, Referees & Instructors".
My questions begin with when did the World Taekwondo Federation announce that the standard of poomsae changed from the 2003 WTF set to the 2007 Kukkiwon set? If they have not publicly announced it, then should our athletes preparing for the poomsae team trials and world championships study the WTF 2003 set or the Kukkiwon 2007 set?
And finally, does anyone know if and when the WTF will hold another IR Poomsae Seminar? It was rumored for next month in Lima, Peru before the untimely death of Dr. Cha Sok Park.

Now that the discussion forums are up and running, I'd like to revisit the topic I started 9 months ago.
It appears that both standards of forms (WTF 2003 & Kukkiwon 2007) were acknowledged as valid in the last WTF World Poomsae Championships.
In the same vein, does anyone know if USA Taekwondo has formulated a plan to use Poomsae IRs in Detroit since most US Referees will be there for the week of Nationals/JOs? From recent lists of graduates it appears we could run at least one ring this way to select our team. Perhaps offer additional compensation for those Poomsae IRs selecting the team for one day?
Also, now that the way we judge poomsae has changed, does anyone know if we should emphasize the old 10 merit system when making our decisions at States & NQs or should we lean more towards the categories listed in the WTF Poomsae Rules for presentation? I know the method we select a winner has formally changed from number scoring to pointing, but does that mean we should also change the criteria used to select winners as well?
Personally, I think the older method may be best until more Poomsae IRs are available at State and NQ competitions to judge the early phases for Team Trials at a higher standard. Thoughts anyone?

The WTF and the Kukkiwon are moving closer to each other and meeting in the middle. WTF 2005 DVDs has narrow range of motion where as the Kukkiwon's 2007 tape has wide range of motion. Somewhere in the middle is what we were told to strive for.
In Detroit, I know that at least Dan Rogers, Scott Serbin, Karin Hoff, Ron Marlow, Misha Thackery, Victoria Serbin intend to serve.
We should move toward the 5 and 5 system with 5 for technical and 5 for presentation. In truth, the 5 in presentation is still a bit subjective and is pretty much like our old system. All this applies to Team Trials. Since the USAT wants us to use hand signal to select winners, we should still try to use the same WTF scoring criteria, if we have judges who are familiar with those criteria. That way we would be consistent throughout the selection process.
